HR still not aligned at the top, is outsourcing the answer?

Deloitte released results from a study called [url=http://www.deloitte.com/dtt/article/0%2C1002%2Ccid%25253D158252%2C00.html][color=#800080]Aligned at the Top[/color][/url], a global and cross-industry survey of 531 HR and non-HR executives.V(v%[,RmJ+\c+Z
Their results showed that 85 percent of participants believe people are vital to performance, rising to 90 percent looking three to five years out. Only 3 percent of respondents describe their organization as “world-class” in HR. Only 23 percent believed HR currently plays a critical role in strategy and operations.
+jx5W8d8Y _ Z [indent]The study indicates that senior business leaders perceive HR to be more focused on transactional activities, such as benefits and performance evaluations, and HR operating efficiencies rather than high-level strategic people issues, such as leadership development. In fact, when senior executives discuss people issues, HR oftentimes isn’t even mentioned. Case in point: more than half (52 percent) of the respondents still don’t have a Chief Human Resources Officer or comparable C-level executive dedicated to people issues.Dn?;hWw
[/indent]According to the study, most HR organizations recognize the challenge to be more strategic and have begun to shift administrative transactions and other activities to shared service or outsourcing partners. (25% already outsource recruitment, training and payroll)
C9h$D0_)}*Bb4[C 95% of respondents expect HR to be perceived as a strategic, value-adding function, not just a cost center, in the next three to five years.
'VP8f#hg To many of us the results of this will not be surprising. HR has tried mightily to get to the table through metrics management and other strategies, and the last few years the recent trend in outsourcing “non-strategic/critical” elements of the function.~cg m&x0I

I’m certainly a proponent of metrics management, but I don’t agree with the strategy to outsource a large portion of your function to enable you to be more strategic.
F[0X_\r2M Having went through this at Bank of America with Exult (now Hewitt) and working with clients who work with outsourcing partners, I’ve seen that these can be very successful partnerships and can certainly create cost savings and efficiencies for HR departments.
Z] S:~?IG*X0r8F[ Unfortunately some HR leaders believe that taking administrative responsibilities off their plate will enable them to become a “strategic business partner.” It doesn’t work that way. If you haven’t gotten there before the outsourcing relationship there’s a good chance it had nothing to do with an issue of balancing your administrative burdens. You still have to think, act, and manage your function as a business, and relate to the partners you support as another business person.
