HR and Admin Manager
Job Title:
HR and Admin Manager
Location:
Shanghai
(Business Unit
HR and Administration, Shanghai Site)
Reports Directly To:
HR Director, Beijing
Reports Functional To:
AP GM, Shanghai
Core Responsibilities
1.
Internal stakeholder management:
• Develop and maintain a strong working knowledge of each business unit, and form effective working relationships with department heads on Shanghai Site.
• Liaise on a regular basis with department heads, regarding Human Resources and Administration, acting as the site ‘champion’ and point of contact for HR & Admin
related projects in China.
• Provide advice and guidance, with operational intervention as necessary, in all HR and Administration related maters per China GAPP and Local Law & Regulations.
2. HR responsibilities:
Ø
Operate collaboratively with Recruitment Manager, China from BJ to effectively manage the recruitment process and hiring goals including the following for Shanghai site:
-
Screen and selection: Specialist hiring, including competency based interviewing;
-
Reference check: for critical position or hiring manager’s request
-
Employment: issuing offer letter per C&B Manager’s approval, and arrange physical check up per URM final approval.
-
Ensuring proper issue of offer & legal employment.
-
On board arrangement: per on board kit.
Ø
Employee Relations:
-
Work collaboratively with HR Project Manager from BJ to drive the implementation of Theme grogram in Shanghai site.
-
Maintain the employee relations stability by proactively working with the dept heads on staff issues to pre-empt major employees relations problems.
-
Promote and maintain employees’ morale, efficiency and productivity through effective counseling performance appraisal system and staff welfare and recreation programmers.
-
Led by HRD to manage the Employee Communication and Recognition programmers to build a well-informed workforce and rewarding direct contribution to the organization.
-
To provide information and feedback for line management to proactively manage their staff.

Manage the Compensation and Benefit:

Payroll accurately and timely
-
Social Security through CIIC
Ø
Training and Development:
-
Work collaboratively with Project Manager to conduct training needs survey, input to annual training plan, find out quality and cost effectiveness vendor and implement training plan in Shanghai site.
-
Led by HRD to focus on implementation of succession planning and Talent Management Program in Shanghai site.
Ø
Legal compliance:
-
Maintain a clear understanding of all relevant legislation which broadly affects
HR whole functions.
-
Ensure that Intl ITS China’s Human Resource policy and practices are in line with employment laws and regulations in Shanghai.
Ø
Develop network with HR practitioners and the industry to learn and implement best HR practices and competitive HR programs.
1)
Team Management:
-
Develop a motivated, quality and service-focus department.
-
Manage HR and Admin team in Shanghai, including training and coaching, performance management, career development and counseling.
-
Responsible to make budget for HR and Admin function in Shanghai site.
2)
Reports:
-
Timely maintain and update HC Inventory according to staff’s status in Shanghai.
3)
HR Partner for other Site Offices (Office TBD):
-
Window person to Site Manager and staff for general HR support.
-
Ensure all HR functions are well functioned in site office.
-
Raise issue or critical HR matter to HRD, Site Manager and the Company for resolving, ensure high staff Morale.
4)
IHR Support
-
Support IHRM in visa/residence/work permit application & renewal for expats and other logistic support for Expatriate staff in Shanghai.
Ø
Maintain and update Staff Personnel Information in HR Tools, E-HR, URM & Filing Cabinet on Shanghai site:
-
Ensure accurate electronic registration of new staff’s info for Shanghai.
-
Ensure timely update, and monthly electronic summary for consolidation of China.
-
Maintain and ensure personnel paper’s proper filling in Cabinet.
Ø
Continuous review of human resource and administration processes, systems and procedures to ensure that they are relevant to customer’s needs and are cost effective.
3.
Admin responsibilities:
Lead Admin support activities in terms of:
•
Ensure and lead site office security and clean desk policies
•
Efficiency management of Travel bookings and compliance to GAPP
•
Managing office and admin G&A below budget by effective negotiation with suppliers etc
•
Managing admin team, reception and drivers
•
Managing discretionary site expenditure such as Telco

Required Experience
•
Demonstrated experience in a MNC, service industry background is preferred.
•
Proven ability to manage both HR generalist and administration. Training experience is preferred.
•
Appreciation and proven utilization of appropriate Law and regulations relating to HR and Administration management.
•
Clear demonstration of project management and ownership.
•
Experience of working in a multi-cultural environment and able to function in a matrix set-up.
•
Experience of team management.
•
Vendor management experience.
Required Qualifications: Bachelor Degree in job related subject. MBA desirable.
